Uganda Christian University has today graduated the second cohort of students under its Certificate in Administrative Law programme, in a ceremony held at the university’s main campus in Mukono.
The programme, which targets professionals in leadership, administration, human resource management, and church governance, is designed to equip participants with practical knowledge on how Uganda’s legal framework influences decision-making in their respective fields.
Speaking at the graduation, UCU Vice Chancellor, Prof. Aaron Mushengyezi, emphasized the central role administrative law plays in governance and leadership.

“Administrative law lies at the heart of effective governance. It shapes the relationship between the State and citizens, determining how decisions are made and implemented by managers and leaders,” he said.
He noted that in a country where public institutions are critical to national development, leaders must be well-grounded in legal principles such as fairness, transparency, and accountability.
“In our country, the need for administrators who understand legal principles cannot be overstated. As leaders, you must make decisions that are informed by the law,” Prof. Mushengyezi added, revealing that he personally took time to study aspects of the law to strengthen his leadership skills and abilities.
He further urged the graduates to uphold integrity in their work.
“The law itself is good, but if it is not coupled with integrity, it can be abused. Let fairness guide your decisions, transparency shape your processes, and accountability define your actions,” he said.
The Deputy Vice Chancellor for Academic Affairs, Rev. Dr. John Mulindwa Kitayimbwa, commended the graduates for their resilience and highlighted the growing reputation of UCU’s academic programmes.
“The kind of graduate we train at UCU is what the market is looking for. Employers trust our graduates because of their professionalism, integrity, and work ethic,” he said.
He encouraged the graduands to carry forward the values acquired during their study.

“That certificate you are carrying represents responsibility. Go and execute your duties with justice, mercy, and care. Be a blessing to the people you serve,” Rev. Kitayimbwa added.
Speaking on behalf of the graduates, Veronica Kitonsa Masinde, described the course as transformative, noting that it has practical relevance in both professional and personal life.
“This programme has equipped me to make informed decisions, not only at work but also at the family level. It has helped me understand how to operate within the law and relate better with people,” she said.
Another graduate, Ivan Wandera, said the course had strengthened his administrative capacity.
“As an administrator, I wanted to improve my skills and ensure that I comply with legal principles in managing people. This course has been directly relevant to my work,” he noted.
The graduation marks another transformation in UCU’s efforts to build capacity among professionals and promote ethical leadership grounded in the rule of law.
