Mr. Martin Kizito

He is a Lecturer and Head of Department of Public Administration and Governance, Faculty of Social Sciences of Uganda Christian University. He holds amaster’s degree in Public Administration and Management (Makerere University), a Postgraduate Diploma in Monitoring and Evaluation (UMI) and a Bachelor of Arts in Political Science (Makerere University). For over 10 years, his university teaching, research and practical administrative experience have greatly been enhanced in the area of public governance, capacity building and project monitoring and evaluation.

Kizito has served as a member of several committees at UCU, including the University Human Resources Committee, Quality Assurance committee, Research, Publication and Capacity Development Committee. He has been a member of the Uganda Evaluation Association since 2013. Before joining UCU, he worked as Assistant Lecturer in the Department of Political Science at Makerere University.

He was in 2007 selected from Uganda as an associate instructor at the East African Leadership Institute – Dar es Salaam University, having won an award from Ford Foundation.

He has also worked with the civil society organizations advocating for accountable governance through monitoring and evaluation of government programs. He has managed several public dialogues, involving students and the wider public at UCU. In the last five years, he has consulted for Mukwano Industries, Kiboko Enterprises, Coca-Cola Uganda, Monitor Publications, Nile Breweries, Infectious Diseases Institute and Kolping Hotels Uganda. He has also organized governance and management capacity building workshops with Ministry of Local Government and Ministry of Justice and Constitutional Affairs.

He is a member of the African Network for Prevention and Protection against Child Abuse and Neglect (ANPPCAN) and a member of the organizing committee for the 2015 African Day of Decentralization in Uganda.

He has in the past developed e-cases for Partnership for African Social Science and Governance Research (PASGR) where he was part of the team that developed the syllabus for the Master of Research and Public Policy (MRPP) program.

He personally produced two E-Case materials currently used for teaching the program in 12 African universities. Since November 2015, he coordinates collaborative trainings in writing analytical policy papers and policy briefs run jointly between UCU, Development Research and Training (DRT) as well as Development Initiative (DI), both non-governmental organizations.

He has authored several articles. His research interest has been in the area of decentralization, public private partnership, social accountability in local governments, and resource mobilization.
